of management system because Hong
Kong contractors project management
skill is more advance. The sub-
contracting and tendering systems
in Hong Kong are more mature. But,
when considering taxation issues and
local experience, developers tend to
let local contractors to do the bulk of
the sub-contracting works.
Site safety is another critical issue.
Due to working attit ude and an
aging work force, local workers are
very often needed to be reminded
repeatedly. Mr Kam said it is a general
practice that at every Chun Wo (Macau)
construction site, a morning briefing
with special focus on work safety will
be held before the workers go to work.
The future development of Macaus
construction market is promising,
said Mr Kam. It is expected that the
blooming private sector at present will
put pressure on the local government
to speed up and launch more
infrastructure and public facilities
projects in the coming years. In
Macau, the government is the owner
and developer of all public projects.
In another word, the government
has to employ more professionals to
manage a large number of projects
from conceptual stage through to
execution and completion. Unlike
the Hong Kong Government, most of
the projects are handled by private
consultants.
Finally, Mr Kam is confident that
after 10 years in Macau, the company
has adapted to the local environment.
With the increase in large-scale
infrastructure projects in the pipeline,
Chun Wo (Macau) is switching its
focus to civil engineering and public
works projects in the region, which
the company has a competitive edge
over its rivals in the territory. With
the support of the Chun Wo Group,
Chun Wo (Macau) will increase its
involvement in Macaus public works
sector in the future. The five plots of
new reclamation for the development
of a new Macau city, the light rail
system, the Hong Kong-Macau-Zhuhai
Bridge Immigration Building and more
power installations will drive the local
construction market into the next
decade and beyond.
