In the beginning of 2015, Chun Wo
(Macau), in association with a joint
venture partner, was awarded the
main contract for the construction of
the retail extension at City of Dreams.
With a contract value of approximately
MOP1 billion, the project has a total
GFA of 24,000 square feet. The new
retail complex is now in fitting-out
stage and is expected to complete in
February 2016. In the public sector,
the company was recently awarded a
main contract for the construction of
Yee Loong Hou Public Park (二龍喉公園)
in the urban area.
Mr Kam pointed out that the public
works tendering system in Macau
is very different from Hong Kong.
In Hong Kong, the winning tender
will go to the lowest bid, whereas
in Macau, there is a target price .
That is, the average rate of all bids,
excluding the highest and the lowest
bids, in most cases, will be taken as
the target. The tender price which is
the nearest to the target price will be
the winning tender.
In Macau, most of the projects,
either private or public, have very
tight construction schedule. High
construction cost, caused by acute
shortage of labour and delay, presents
an imminent risk to all contractors.
In order to tackle the labor shortage
problem, Chun Wo (Macau) employs
substantial local skilled workers on
a long-term basis. Other than the
localization of work force, it also
allows the company to recruit foreign
workers in advance and speed up the
application process.
The newly opened Studio City is
another major project completed by
Chun Wo (Macau). With track record
in Hong Kong Disney Land, a project
by Chun Wo Group in Hong Kong,
Chun Wo (Macau) was awarded a
contract for the construction of hard
landscape and other architectural
f eat ures at St udi o Ci t y. A w ork
force of approximately 400 workers
participated in the construction
process and the project was completed
successfully at the end of October
2015.
Mr Kam said developers in Macau
widely adopt the Hong Kong model
Building Journal 49
