Galaxy Phase 4 Interior Fit-Out Accelerates, Official 2027 Completion Confirmed

GEG’s highest capex priority now 82% complete on site, new 1,600-key luxury hotel inventory set to enter Macau market next year

Site teams at Macau’s largest ongoing resort expansion have hit a critical construction milestone, confirming full 2027 handover for the 600,000 sqm Galaxy Phase 4. This exclusive on-site update breaks down the project’s reimagined non-gaming focused design, current workforce deployment and pre-opening timeline that will reshape Cotai’s luxury hospitality landscape next year.
Cotai’s long-awaited Galaxy Phase 4 development has hit a major construction milestone, with site progress now standing at 82% and full completion formally locked in for 2027, according to the latest on-site update from Galaxy Entertainment Group’s project management team.

As the group’s single largest capital expenditure priority for 2026 and 2027, the 600,000 sqm integrated resort has moved past the full structural completion stage and entered a non-stop accelerated interior fit-out phase this quarter. The HK$310 million structural steel contract, awarded earlier this year, has been fully delivered, with all major structural elements, facade installation and MEP rough-in works now signed off by Macau’s Land, Public Works and Transport Bureau inspection team.
Breaking away from the traditional casino-led resort design that defined Macau’s previous generation of integrated properties, Galaxy Phase 4’s core design philosophy places non-gaming experience at its very centre. The entire layout is built around low-density guest circulation, open landscaped public spaces and unobstructed views of both the Cotai Strip and the South China Sea, deliberately avoiding the overcrowded, corridor-heavy layout common in older local resorts.
The development will introduce five new-to-Macau ultra-luxury hotel brands, delivering roughly 1,600 keys in total, alongside a 5,000-seat purpose-built indoor performance theatre, an expanded 10,000 sqm water resort deck, a curated F&B zone with 40+ new dining concepts and a premium retail precinct targeting high-spending regional leisure travellers. Once opened, it will directly connect to the existing Galaxy Phase 2, Phase 3 and Broadway precincts, pushing the total room inventory of the entire Galaxy integrated resort cluster to over 7,000 keys.
Local construction industry sources confirm that over 2,800 on-site workers are currently deployed on the project, with targeted shift arrangements in place to keep progress on track for the 2027 handover. The first phase of hotel staff recruitment and pre-opening training is scheduled to launch in Q1 2027.

Galaxy Phase 4’s 2027 opening will add roughly 3.5% new high-end room supply to Macau’s current total hotel inventory, marking the single largest one-off new supply injection into the market since 2021.
