Government Invites Tenders for Advanced Construction Industry Building in Tsing Yi

The HKSAR Government has issued an open tender for the development of the Advanced Construction Industry Building (ACIB) in Tsing Yi, using a two‑envelope approach. Tender submissions will close at noon on April 22.
Planned on a site of roughly three hectares, the ACIB will become Hong Kong’s first multi‑storey complex dedicated to advanced construction technologies, with the aim of boosting industry‑wide productivity and efficiency. The site is currently occupied by a low‑density steel rebar prefabrication yard operating under a short‑term tenancy. Construction is expected to begin in the second half of 2026, with commissioning targeted for 2028.
The Development Bureau invited expressions of interest in May last year and subsequently reviewed seven submissions from mainly local and Mainland contractors and operators. Feedback gathered during the process helped shape the current tender requirements. The project will adopt a 30‑year Build‑Operate‑Transfer model. The successful tenderer will be responsible for financing, designing, constructing, and operating the facility. At the end of the contract period, the entire building—including all manufacturing facilities and equipment—will revert to Government ownership.
Key requirements include providing at least 15,000 sq m of floor area for steel rebar prefabrication, no less than 5,000 sq m for Multi‑trade Integrated Mechanical, Electrical & Plumbing (MiMEP) processing, and a further 5,000 sq m to be leased to the industry for either steel rebar or MiMEP operations. Beyond the leasable space, the operator must run the core facilities with a minimum annual output of 300,000 tonnes of prefabricated steel rebar and 6,000 MiMEP modules.
