The Hong Kong Development Bureau (DEVB) and the Guangdong Department of Housing and Urban-Rural Development have signed a landmark agreement to advance construction standardisation between Guangdong and Hong Kong, marking a significant step toward deeper industry integration within the Guangdong-Hong Kong-Macao Greater Bay Area (GBA).
The Cooperation Agreement on Guangdong-Hong Kong Construction Standardisation was signed by Hong Kong Secretary for Development Bernadette Linn and Guangdong's Director-General of Housing and Urban-Rural Development Guo Haoyu.
Under the agreement, both governments will establish a joint working group, technical committee and expert panels to coordinate the development of construction standards in designated areas. The Building Technology Research Institute and the Guangdong Provincial Academy of Building Research Group will serve as the respective secretariats for Hong Kong and Guangdong.

Qianhai, Shenzhen
The initiative is designed to promote greater alignment and mutual recognition of construction standards, facilitating cross-border collaboration, technology transfer and the wider adoption of advanced construction methods across the GBA.
Speaking at the signing ceremony, Ms Linn described the agreement as a major milestone in strengthening institutional connectivity between Guangdong and Hong Kong. She noted that the framework will support the upgrading of construction standards while leveraging Hong Kong's international position to help bridge national and global standards, enhancing the international competitiveness of China's construction industry.
Prior to the signing, officials from both sides exchanged views on the latest developments in the construction sector and explored opportunities for deeper cooperation to support high-quality industry growth in the GBA. Discussions also focused on how standardisation can accelerate innovation, improve project delivery and promote the adoption of advanced construction technologies across the region.
